Despite costing hundreds of billions of dollars and subsidizing everything from homeownership and child care to health insurance, tax expenditures (commonly known as tax loopholes) have received little attention from those who study American government. This oversight has contributed to an incomplete and misleading portrait of U.S. social policy. Here Christopher Howard analyzes the "hidden" welfare state created by such programs as tax deductions for home mortgage interest and employer-provided retirement pensions, the Earned Income Tax Credit, and the Targeted Jobs Tax Credit. Basing his work on the histories of these four tax expenditures, Howard highlights the distinctive characteristics of all such policies. Tax expenditures are created more routinely and quietly than traditional social programs, for instance, and over time generate unusual coalitions of support. They expand and contract without deliberate changes to individual programs. Howard helps the reader to appreciate the historic links between the hidden welfare state and U.S. tax policy, which accentuate the importance of Congress and political parties. He also focuses on the reasons why individuals, businesses, and public officials support tax expenditures. The Hidden Welfare State will appeal to anyone interested in the origins, development, and structure of the American welfare state. Students of public finance will gain new insights into the politics of taxation. And as policymakers increasingly promote tax expenditures to address social problems, the book offers some sobering lessons about how such programs work. “Keep your government hands off my Medicare!” Such comments spotlight a central question animating Suzanne Mettler’s provocative and timely book: why are many Americans unaware of government social benefits and so hostile to them in principle, even though they receive them? The Obama administration has been roundly criticized for its inability to convey how much it has accomplished for ordinary citizens. Mettler argues that this difficulty is not merely a failure of communication; rather it is endemic to the formidable presence of the “submerged state.” Author: Suzanne Mettler Kindle Edition: 176 pages Kindle eBook Company: University of Chicago Press (2011-08-31) (2011-08-31) List Price: $15.00 Amazon Price:
The purpose of this paper is to guide child welfare agency policymakers in developing practice and policy protocols regarding the use of drug testing in child welfare practice. This guidance describes the practice and policy issues that policymakers must address to include drug testing in the comprehensive assessment and monitoring that child welfare agencies provide. The paper focuses primarily on drug testing of parents who come to the attention of child welfare agencies and courts through reports of child abuse or neglect. However, court practices and policies might use testing in other child welfare contexts.Author: United States. For generations, debating the expansion or contraction of the American welfare state has produced some of the nation's most heated legislative battles. Attempting social policy reform is both risky and complicated, especially when it involves dealing with powerful vested interests, sharp ideological disagreements, and a nervous public. The Politics of Policy Change compares and contrasts recent developments in three major federal policy areas in the United States: welfare, Medicare, and Social Security. Daniel Béland and Alex Waddan argue that we should pay close attention to the role of ideas when explaining the motivations for, and obstacles to, policy change. This insightful book concentrates on three cases of social policy reform (or attempted reform) that took place during the presidencies of Bill Clinton and George W. Bush. Béland and Waddan further employ their framework to help explain the meaning of the 2010 health insurance reform and other developments that have taken place during the Obama presidency. The result is a book that will improve our understanding of the politics of policy change in contemporary federal politics. Today Europeans see their strong welfare states as necessary to counter the worst features of unrestrained capitalism. They pay high taxes to support generous social benefits. Americans, to the contrary, have been conditioned to shudder at the idea of a welfare state, upholding instead a laissez-faire faith in market solutions to social problems. They pay low taxes and have few tax-subsidized benefits. This new edition includes the latest available statistical information as well as an analysis of the 2010 health care reform in the United States. It is a commonplace that the United States lagged behind the countries of Western Europe in developing modern social policies. But, as Theda Skocpol shows in this startlingly new historical analysis, the United States actually pioneered generous social spending for many of its elderly, disabled, and dependent citizens. During the late nineteenth century, competitive party politics in American democracy led to the rapid expansion of benefits for Union Civil War veterans and their families. Some Americans hoped to expand veterans' benefits into pensions for all of the needy elderly and social insurance for workingmen and their families. But such hopes went against the logic of political reform in the Progressive Era. Generous social spending faded along with the Civil War generation. Instead, the nation nearly became a unique maternalist welfare state as the federal government and more than forty states enacted social spending, labor regulations, and health education programs to assist American mothers and children. Remarkably, as Skocpol shows, many of these policies were enacted even before American women were granted the right to vote. Banned from electoral politics, they turned their energies to creating huge, nation-spanning federations of local women's clubs, which collaborated with reform-minded professional women to spur legislative action across the country. Blending original historical research with political analysis, Skocpol shows how governmental institutions, electoral rules, political parties, and earlier public policies combined to determine both the opportunities and the limits within which social policies were devised and changed by reformers and politically active social groups over the course of the late nineteenth and early twentieth centuries. By examining afresh the institutional, cultural, and organizational forces that have shaped U.S. social policies in the past, Protecting Soldiers and Mothers challenges us to think in new ways about what might be possible in the American future. Health care, welfare, Social Security, employment programs--all are part of ongoing national debates about the future of social policy in the United States. In this wide-ranging collection of essays, Theda Skocpol shows how historical understanding, centered on governmental institutions and political alliances, can illuminate the limits and possibilities of American social policymaking both past and present. Skocpol dispels the myth that Americans are inherently hostile to social spending and suggests why President Clinton's health care agenda was so quickly attacked despite the support of most Americans for his goals.
