If they do not undertake the majority of the management duties themselves or the rental periods are less than 7 days on average, they may not qualify as operating a rental activity. Altering those two conditions prevents the operation from becoming a passive loss under the Tax Reform Act of 1986, or the owner could use the property more than 14 days annually and deduct interest and taxes as a second residence.
