Sex Offender Treatment: Accomplishments, Challenges, and Future Directions Examine the major advances in sexual offender treatment over the last decade and promising new concepts in treatment, supervision, and research

Sex Offender Treatment: Accomplishments, Challenges, and Future Directions points the way toward humane, dignified, effective treatment regimes for sexual offenders. In addition to providing an essential overview of the current state of sex offender treatment, this book examines vital areas of service provision and research and points to future directions for the field.

On the medical/psychological front, this volume explores the importance of recognizing comorbid psychiatric factors in treatment and of exploring central nervous system function's role as a cause of sexually inappropriate behavior. In the legislative/justice arena it illustrates a “Circles of Support” proposal that mobilizes community resources to aid the adjustment of released offenders rather than branding them as dangerous to the community. And in the area of service provision, this book presents a treatment approach for residential programs that is inspired by research on childhood behavioral problems and special education.

This book will increase your effectiveness with: a model of multisystemic treatment for juvenile sex offenders a restorative justice approach for reintegrating adult offenders into the community a study of the physical/mental correlates of organic brain dysfunction a case report on the use of a pharmaceutical treatment (leuprolide acetate) for pedophiles

Sex Offender Treatment Programs in Correctional Settings: Participant Selection, Treatment Experience, and Treatment Completion (Criminal Justice) Thousands of treatment programs have been implemented to address sexual offending. Recent studies support treatment effectiveness, but few focus on treatment in correctional settings. Additionally, many studies continue to use recidivism as an outcome measure. Treatment completion, however, has been shown to be an important indicator of positive outcome in sex offenders. Thus, Osborn focuses on determining characteristics of offenders and treatment experience that indicate which offenders will volunteer for treatment, be selected for treatment, and complete treatment. She finds that therapist turnover negatively impacts treatment completion. Results suggest a needed focus on refining treatment admission practices and understanding staff turnover, in order to enhance the effectiveness of prison-based sex offender treatment programs and to assist in retention of both participants and treatment providers.

Child Pornography: An Internet Crime Child pornography, particularly that available via the Internet, has become a cause of huge social concern in recent years. This book examines the reality behind the often hysterical media coverage of the topic. Drawing on extensive new research findings, it examines how child pornography is used on the Internet and the social context in which such use occurs, and develops a model of offending behaviour to better help understand and deal with the processes of offending. Detailed case studies and offenders' own accounts are used to illustrate the processes involved in offending and treatment.
The authors argue that we need to refine our ideas of offending, and that while severe deterrents need to be associated with possession of child pornography, a better understanding is needed of the links between possession and committing a contact offence. Only by improving our understanding of this complex and very controversial topic can we hope to deal effectively with offenders and with their child victims. This is a book which will become an essential read for anyone involved with offenders or victims from a psychological, judicial or social background.

Justice Perverted: Sex Offense Law, Psychology, and Public Policy Over the past quarter century Congress, state legislatures and the courts have radically reshaped America's laws dealing with sex offenders in an effort to reduce the prevalence of sex offenses. Most convicted sex offenders must now register with the authorities, who then make information about them available to the public. Possession of child pornography has been made an extremely serious crime often punishable by prison sentences that dwarf those meted out to child molesters, rapists, robbers, and even killers. Federal law now imposes a minimum sentence of ten years in prison for those convicted of using the internet to attempt to lure minors for sex. And the federal government and 20 states have "sexually violent predator" laws that allow the indefinite civil commitment of convicted sex offenders to secure institutions for treatment after they have served their full criminal sentences.

All of these changes in sex offender law, as well as numerous others, have been based at least in part on input from psychology, psychiatry and the social sciences. Moreover, enforcement and administration of many of these laws relies to a large extent on the efforts of mental health professionals. However, many questions about this involvement remain largely unanswered. Are these laws supported by empirical evidence, or even by well-reasoned psychological theories? Do these laws actually work? Are mental health professionals capable of reliably determining an offender's future behavior, and how best to manage it? Finally, are experts capable of providing effective treatment for sex offenders -- i.e., treatment that actually reduces the likelihood that an identified sex offender will re-offend?

In Justice Perverted, Charles Patrick Ewing poses these difficult questions and others that few in either law or psychology have asked, much less tried to answer. Drawing on research from across the social and behavioral sciences, he weighs the evidence for the spectrum of sex offense laws, to occasionally surprising results. A rational look at an intensely emotional subject, Justice Perverted is an essential book for anyone interested in the science behind public practice.

The Registration and Monitoring of Sex Offenders: A Comparative Study

This book seeks to track the origins of sex offender registers, their purpose and the law and policy that underpins them in various parts of the world.

Sex offender registers are not really registers at all but a set of ‘legal requirements’ that fall automatically on a person convicted or cautioned for a designated sexual offence; the term ‘register’ is a form of shorthand for these requirements, designed to be a contribution to greater public protection and community safety.

This book provides the first serious and detailed narrative of the conception and implementation of the sex offender registers. It seeks to do so in a clear and easy-to-follow text that will be both informed and critical and will also serve as a resource book for those wanting to make further study of the process of registration and monitoring.

It looks in detail at the practice of implementing registers and considers questions about their effectiveness in monitoring sex offenders and the implications of someone being on a sex offender register. The book examines the legal challenges to registers and monitoring and the position of registrants in the context of human rights and seeks to place registers and monitoring in the wider context of what is being called the surveillance society.

The Registration and Monitoring of Sex Offenders will be key reading for students of criminology and criminal justice, surveillance and human rights and practitioners in criminal justice fields of policing, probation, social work, children’s services, the judiciary, prison work and others.

The Juvenile Sex Offender
There has been an extraordinary amount of published research and theory on sexual assault by adult male offenders. Yet, little has been written about the juvenile or adolescent sex offender, either as a subject of study in his own right, or in an effort to understand the developmental processes which may lead to sexually assaultive behavior in adults. Filling a gap in the literature, this comprehensive volume provides a detailed examination of the juvenile sexual offender, and what is known about the development of sexually assaultive behavior.

Written by leading researchers, chapters first define terms and concepts and outline the research, professional, and legal issues relevant to treatment of the juvenile sex offender. Salient historical, personality, and behavioral characteristics which may differentiate various important subgroupings of these offenders are also described. The book then focuses on the development of the juvenile sexual offender, and how this development differs from that of normal adolescents. Chapters examine how sexuality evolves and manifests itself in both the normal and the deviant teenager, and why deviant behaviors often continue into adulthood. Sexual arousal and preferences of the adolescent offender, and processes involving social bonds and influences on the development of deviant sexuality are also discussed.

Finally, the book explores ways in which society might respond to prevent or control the occurrence of sexual assault by juveniles. A comprehensive approach to treatment is presented that encompasses criminal justice and mental health systems, cognitive-behavioral interventions, pharmacological approaches, relapse prevention, and supervision.

Highly informative and useful, this text is particularly important to psychologists, psychiatrists, social workers, and other mental health clinicians working with juvenile sexual offenders, their families, and their victims. Similarly, professionals in forensic, developmental or child and family studies will also find it of particular interest. It also serves as an ideal text for advanced courses on juvenile sexual offenders, or as supplementary reading for students of forensic psychology or psychiatry.

Sex Offender Laws: Failed Policies, New Directions

"This volume of readings provides an excellent source of information about sex offender laws and policies."--International Journal of Offender Therapy and Comparative Criminology

"Sex Offender Laws...is a good source for balanced, objective, and thorough critique of our current sex offender policies as well as a source for accurate information about a very heterogeneous population...The message that sexual abuse is often a multifaceted and complex issue and that policy based on quick fixes or knee jerk reactions do not often work will be informative and enlightening to many readers."--Sex Roles

"[T]his fine book by Richard Wright and his distinguished collaborators provides the evidence that wise policy-makers would want to consider. It covers every major field of research concerning sex offenders and sexual offenses and provides evidence of bad practices and policies .Intellectually honest politicians should read this book."
--Michael Tonry, LL.B,
Professor of Law and Public Policy
University of Minnesota Law School (From the Foreword)

In response to many high-profile cases of sexual assault, federal and state governments have placed a number of unique criminal sanctions on sex offenders. These include residency restrictions, exclusionary zones, electronic monitoring, and chemical castration. However, the majority of sex offender policies are not based on empirical evidence, nor have they demonstrated any significant reductions in offender recidivism. In fact, some of these policies have unintended consequences, which actually increase the likelihood of sexual offenses.

In this book, Wright critically analyzes existing policies, and assesses the most effective approaches in preventing sex offender recidivism. This provocative and timely book draws from the fields of criminal justice, law, forensic psychology, and social work to examine how current laws and policies are enacted and what to-date is known about their efficacy. In response to the failed policies of sex offender laws, this book presents alternative models and approaches to sex offense laws and policies. Wright also explores critical, cutting-edge topics, such as internet sexual solicitation, the death penalty, and community responses to sex offense.

Key Features: An introduction and overview of the history of sex offender laws Analyzes the role of the media in sex offense and sex offender policies Examines the political "untouchability" of sex offender laws and their adverse effects Features interviews with victims of sexual assault, investigating their points of views on what kinds of reforms need to be made to sex offender laws

Thought-provoking and insightful, Sex Offender Laws serves as a vital resource for policy makers, researchers, and students of criminal justice, law, and social work.

Sex Fiends, Perverts, and Pedophiles: Understanding Sex Crime Policy in America

From Megan's Law to Jessica's Law, almost every state in the nation has passed some law to punish sex offenders. This popular tough-on-crime legislation is often written after highly-publicized cases have made the gruesome rounds through the media, and usually features harsh sentences, lifetime GPS monitoring, a dramatic expansion of the civil commitment procedures, and severe restrictions on where released sex offenders may live. In Sex Fiends, Perverts, and Pedophiles, Chrysanthi Leon argues that, while the singular notion of the sexual boogeyman has been used to justify these harsh policies, not all sex offenders are the same and such 'one size fits all' policies can unfairly punish other offenders of lesser crimes, needlessly targeting, sometimes ostracizing, citizens from their own communities.

While many recognize that prison is not the right tool for every crime problem, Leon compellingly argues that the U.S. maintains a one-size-fits-all approach to sexual offending which is undermining public safety. Leon explains how we've reached this point—with a large incarcerated sex offender population, many of whom will be released in the coming years with multiple barriers to their success in the community, and without much expertise to guide them or to guide those who are charged to help them. Leon argues that we cannot blame the public, nor even the politicians, except indirectly. Instead, we might blame the institutions we charge with making placement decisions and with the experts—both those who have chosen to work in the field and those who have caused its marginalization. Ultimately, Leon shows that when policies intended for the worst offenders take over, all of us suffer.

Sex Offenses and the Men Who Commit Them: An Assessment of Sex Offenders on Probation (Northeastern Series on Gender, Crime, and Law) Sex offenders are among the most despised criminals of our time, inspiring more legislation than any other class of violent offenders. Such horrific high-profile cases as those of Polly Klaas, Megan Kanka, Amber Hagerman, and, more recently, Elizabeth Smart, Jessica Lunsford, and Sarah Lunde have fed the media's overrepresentation and exploitation of cases involving unknown or barely known assailants ("stranger-danger"), which in reality constitute only a tiny percentage of all sexual assaults. Nonetheless, lawmakers and judicial personnel have responded to the false public perception that most sex crimes are perpetrated by strangers by enacting many legal policies targeted primarily at stranger offenders, including registration and community notification (often referred to as Megan's Law), AMBER alerts, intensive and/or lifetime probation (community supervision for life), specialized surveillance units, longer prison terms, and involuntary civil commitment. For better or worse, these public safety techniques are often applied to probated sex offenders, regardless of the severity of their crimes.

This book takes a hard look at this recent trend in the criminal justice response to sex crimes. Michelle L. Meloy investigated more than 150 convicted male sex offenders in a large metropolitan area who were sentenced to probation and supervised by a specialized surveillance unit. She interviewed many of these men, seeking information on the catalysts, stigmas, and effective deterrence of sexual violence. Her research is among the first to test a utility-based theory of sexual violence on a group of sex offender probationers. Rejecting the commonly held belief that sex offending is solely the result of a medical psychopathology on the part of the offender, Meloy demonstrates how certain methods of police or community surveillance undermine the ability of sex offender probationers to effectively reestablish themselves as citizens, and she provides an empirically based public policy response to sex offending that offers real promise in terms of deterrence and increased public protection.

Gender, Crime, and Punishment: Is justice gender-blind, or are men and women offenders treated differently by the courts? In this book Kathleen Daly explores whether men and women who are convicted of similar crimes are punished differently. Analyzing cases of homicide, aggravated assault, robbery, larceny, and drug offfenses, she challenges the common assumption that women are treated more leniently than men and shows that in fact gender disparaties in sentencing are negligible and are not always advantageous to women.

How I Became A REGISTERED SEX OFFENDER Do you think that registered sex offenders are the scum of the Earth, creepy guys hanging out near schools and parks leering at small children just waiting for the opportunity to pounce? Well, sadly some are. But there are a whole lot of people on the sex offender registry that you might think don't belong on it, and even more out there who you would wish were. Can you trust law enforcement and the judicial system? Do you believe everything counselors say? What is your understanding of Constitutional rights of the accused? Could you imagine that one parent would be able to use the judicial system to alienate their children from the other parent? Do you think that pedophiles are only adult males and that Catholic priests are the only ones in the church who hurt children? How I Became A REGISTERED SEX OFFENDER is a heartbreaking story about a man who survived a childhood filled with abuse only to have it come back to haunt him and his family in the worst ways. This book will give you a new perspective on life, family, justice and hope.

Juvenile Sex Offenders: A Guide to Evaluation and Treatment for Mental Health Professionals A significant percentage of sexual abuse in the United States is committed by juveniles, and mental health professionals increasingly receive requests to evaluate these juveniles. With an emphasis on practicality and utility, Juvenile Sex Offenders fills a gap in the current literature by providing a thoughtful, thorough approach to evaluating and treating youth who have committed sexual offenses or have engaged in sexually abusive behavior.

Serving as a functional guide, this text expertly prepares clinicians for the challenging task of evaluating juveniles, picking up where traditional clinical training often falls short and providing state-of-the-art assessment techniques as well as an overview of treatment modalities. Chapters highlight the many ways in which juveniles charged with sexual offenses differ from adults, the common dilemmas facing evaluators, and the changing perceptions and legal trends with respect to youth crime. Chapters also cover sexual development and behaviors among children and adolescents, risk factors and risk assessment, case examples for working with attorneys, and interventions and pharmacological approaches. Clinical practitioners with limited forensic training will benefit from the guidance on formal forensic evaluation and the review of literature on assessment approaches specific to youth, while forensic experts will gain developmental perspective in evaluating and treating young sexual offenders. Set in a hopeful and optimistic framework, Juvenile Sex Offenders is a practical, empirically based guide on the best practices in evaluating and treating this poorly understood and underserved population.

Sex offending, and in particular child sex offending, is a complex area for policy makers, theorists and practitioners. A focus on punishment has reinforced sex offending as a problem that is essentially ‘other’ to society and discourages engagement with the real scale and scope of sexual offending in the UK. This book looks at the growth of work with sex offenders, questioning assumptions about the range and types of such offenders and what effective responses to these might be.

Divided into four sections, this book sets out the growth of a broad legislative context and the emergence of child sexual offenders in criminal justice policy and practice. It goes on to consider a range of offences and victim typologies arguing that work with offenders and victims is complex and can provide a rich source of theoretical and practical knowledge that should be utilised more fully by both policy makers and practitioners. It includes work on female sex offenders, electronic monitoring and animal abuse as well as exploring interventions with sex offenders in three different contexts; prisons, communities and hostels.

Bringing together academic, practice and policy experts, the book argues that a clear but complex theoretical and policy approach is required if the risk of re- offending and further victimisation is to be reduced. Ultimately, this book questions whether it makes sense to locate responsibility for responding to sexual offending solely within the criminal justice domain.

Reconsidering Sex Crimes and Offenders: Prosecution or Persecution?

Cutting through the hysteria and hype, Reconsidering Sex Crimes and Offenders: Prosecution or Persecution? argues that while convicted violent sex offenders certainly should be punished, many laws targeting minor sexual offenses are outdated, overly severe, and too concerned with satisfying public outrage driven by distortions, misconceptions, and sensationalistic media coverage.

Reconsidering Sex Crimes and Offenders is sure to challenge readers' understanding of who a sex offender is, how they should be treated, and how best to protect the community from such offenders. The book looks at how the legal definitions of certain offenses have changed over time and then explores a series of real-life case studies. Readers will discover how some citizens have been targeted and punished for consensual acts—including homosexuality, polygamy, and pornography. Additional coverage considers a number of highly controversial laws—from residency restrictions to the death penalty—and the media's role in fueling public support for them.

Female Sex Offenders: What Therapists, Law Enforcement and Child Protective Services Need to Know For everyone responsible for the well being of children, this book explains one of the hardest to detect threats to their safety.

Female sex offenders have victimized an estimated two to three million people in the United States. As a society we find it nearly impossible to believe that females, usually seen as nurturing, are capable of sexual abuse.

The result is that, each year, hundreds of thousands of youth are not protected, not believed, and not treated for the trauma associated with the abuse. Through her detailed analysis of the currently available literature and her own research, Dr. Hislop describes what is known about female sex offenders: identification of abusers, estimates of the number of abusers and victims, the methods of abuse, the types of trauma seen among their victims, and what is known about the developmental histories of female sex offenders.

She also provides therapists with directions for treatment and prioritized treatment goals, including exploring the victimization and patterns of offending, the relationship between the offender’s own victimization and her offending, precursors to offending, and methods to stop offending.

Sex and Reason

Sexual drives are rooted in biology, but we don't act on them blindly. Indeed, as the eminently readable judge and legal scholar Richard Posner shows, we make quite rational choices about sex, based on the costs and benefits perceived.

Drawing on the fields of biology, law, history, religion, and economics, this sweeping study examines societies from ancient Greece to today's Sweden and issues from masturbation, incest taboos, date rape, and gay marriage to Baby M. The first comprehensive approach to sexuality and its social controls, Posner's rational choice theory surprises, explains, predicts, and totally absorbs.

Physical Abusers and Sexual Offenders: Forensic and Clinical Strategies Until recently professionals in both investigation and treatment have considered the fields of sexual violence and domestic abuse as separate and distinct. Numerous studies have shown, however, that these fields may not be so neatly pigeonholed as once believed. Statistics indicate that there is an overlap in both the level and type of violence experienced by the victim. Forced sex now appears to be a marker for violence severity, and many women report the scars of psychological abuse as being debilitating long after they have recovered from the physical wounds.

The first resource of its kind, Physical Abusers and Sexual Offenders addresses the similarities between these overlapping fields. Using the Cognitive-Behavioral approach he has found effective in his extensive experience, the author presents issues important to mental health, as well as investigative and forensic professionals when they assess, investigate, and treat abusers and sexual offenders. The book's extremely detailed structure includes information on the psychological, emotional, physical, and sexual facets of the abuse cycle from name-calling to complete psychological deconstruction, rape, and homicide.

The author offers extensive advice on the differing interview methods relative to interrogation or treatment. The profile of the offender and different types of offenders, the influence of drugs and alcohol, pornography, and genuine mental incapacity such as psychopathology or sociopathology, are just some of the subjects touched on in this exhaustive work.

Sex Offender Community Notification: Assessing the Impact in Wisconsin In response to widespread public concern
about the release of sex offenders from
prison, the Federal Government and all
50 States and the District of Columbia
have passed laws collectively referred to
as “community notification statutes” that
authorize or require communities where
such offenders will live to be notified of
their arrival. The common goal of these
statutes is to prevent sexual victimization
by notifying potential victims that a convicted
sex offender lives nearby.
Although the statutes vary widely in complexity
and the level of State and local
bureaucratic involvement, three basic
notification types have emerged.1 Most
States authorize local and county law enforcement
agencies to decide whether to
release information about convicted sex
offenders to the public; Wisconsin is one
such State. In these States, law enforcement
also generally decides the manner
and extent of notification, as well as the
amount of information to be made public.

Inside the Minds of Sexual Predators

They are among the most frightening of all criminals, yet few have attempted to document the complex mindset of the sexual predator through intimate case details. Inside the Minds of Sexual Predators reexamines this intentional criminal behavior, describing the different types of sexual predators and explaining why they choose to commit their specific type of predatory acts.

Each chapter of the book addresses a different category of predator or a specific, complex issue related to predatory behavior. Distinctions are drawn between types of offenders, from the casual offender to the depraved rapist and serial lust killer, and the variables that play a part in an individual's sexual predation are explored. Like Ramsland's Inside the Minds of Mass Murderers, this book is essential reading for professionals in law enforcement and psychology, as well as for everyone seeking to go beyond the headlines to understand this difficult and controversial topic.

Author Julian Sher takes you behind the scenes to expose one of America’s most underreported crimes: A girl from New Jersey gets arrested in Las Vegas and, at great risk to her own life, helps the FBI take down a million-dollar pimping empire. An abused teenager in Texas has the courage to take the stand in a grueling trial that sends her pimp away for 75 years. Survivors of the sex trade in New York, Phoenix, and Minneapolis set up shelters and rescue centers that offer young girls a chance to break free from the streets. “The sex trade is the new drug trade,” says one FBI special agent, and Somebody's Daughter is a call to action, shining a light on America’s dirty little secret.

The Sex Addiction Workbook: Proven Strategies to Help You Regain Control of Your Life (New Harbinger Self-Help Workbook)

It’s a hunger never satisfied for some of us: the allure of singles’ bars and strip clubs, party lines and X-rated Internet sites that can show us whatever we want to see. An uncontrollable need for sexual gratification, just like an addiction to alcohol or drugs, can cause serious problems for anyone. If you believe you’re struggling with a serious sexual disorder or just wish you could more easily manage sexual behaviors that interfere with your life, you’ve found, in this book, a real chance to radically transform your life.

Without taking a strong moral position on all sexual behaviors, the scientifically based techniques in this book guide you to making better sexual choices that are in line with your own values. How to Work With Sex Offenders: A Handbook for Criminal Justice, Human Service, and Mental Health Professionals (Haworth Marriage and the Family) (International Perspectives on Forensic Mental Health) Learn to work effectively with sexual criminals!

How to Work with Sex Offenders is the first complete manual available on the subject for professionals who deal with this very difficult population. This user-friendly, comprehensive resource presents new data that will give you techniques for effectively interviewing sex offenders and outlines innovative treatment options in an understandable way, but that is just part of what makes this book unique. How to Work with Sex Offenders walks you through the criminal justice, human services, and mental health systems as applied to sex offenders from start to finish -- you'll learn what happens to the offender from the point when he/she is apprehended, through prosecution, adjudication, and treatment.

From the Preface, by Rudy Flora: “Sexual offending impacts both victim and offender. The clinical harm experienced by a victim is significant and recovery is long-termed. Offenders, too, are often trapped in the tragedy of their deviance. Sex offenders are extremely skillful at avoiding detection, and will use any 'system confusion’displayed by providers to their advantage. [With this book] the reader will be exposed, in a step-by-step format, to how the criminal justice, human service, and mental health systems function.”

How to Work With Sex Offenders: A Handbook for Criminal Justice, Human Service, and Mental Health Professionals examines: how the current system works, from start to finish the roles of child protective services workers, law enforcement officers, prosecutors, physicians/hospital staff, district attorneys, defense lawyers, judges, mental health professionals, foster families, probation officers, correctional officers, parole officers, and social services providers individual, family, and group therapy models basic universal concepts regarding identification of sex offenders profiles of exhibitionists, frotteurs, voyeurs, pedophiles, rapists, sexual sadists and paraphiliacs what to expect when called as an expert witness at a sex offender's trial sexual assault as a clinical disorder suggested treatment formats for sex offenders in an outpatient setting, inpatient psychiatric hospital, or correctional facility the costs of incarceration as well as inpatient and outpatient costs the difficulties of parole and probational supervision for sex offenders presentencing reports and interviewing strategies and much moreMany sex offenders were early victims themselves. Incarceration alone will not alleviate the problem; other methods to prevent repeat offences are needed. Those who encounter these offenders require certain skills in order to properly protect the public and the victim as well as helping the offenders themselves. How to Work with Sex Offenders is the resource you need to handle this extraordinarily difficult and vitally important task.
