This book examines the circulation and effects of radical discourse by analysing the role of mass media coverage in promoting or hindering radicalisation and acts of political violence. This book is the first detailed study of the causes of de-radicalization in armed Islamist movements. It is based on frontline research that includes interviews with Jihadist leaders, mid-ranking commanders, and young sympathizers, as well as former security and intelligence officers and state officials. Countering terrorist ideologies is a task that relies exclusively on trust in an authority and the matching of incentives to individual needs for any success to be realized. Broad messaging campaigns undertaken by both physically and/or culturally removed authorities have little impact due to credibility problems and tendencies to over-generalize. This thesis, proposing that successful counter-ideology occurs at the level of the individual, constitutes a rational actor and game theoretic analysis of counter-ideology programs in Indonesia and Singapore, evaluating their unique, individually targeted approaches to the problem of terrorist detainee de-radicalization. A survey of the Al-Jemaah Al-Islamiyah (JI) terrorist group’s cultural elements provides specific vulnerabilities which are available be used against the individual detainee’s attraction to the JI ideology. While both programs rely upon the influence of an authority to de-radicalize prisoners, they achieve this goal through very different ways of targeting individual vulnerabilities, building trust, and administering incentives. In the end, establishing detainee trust in diverse authorities is shown to be plausible, as is using de-radicalized prisoners and the newly trusted authority to influence prisoners to give up at least portions of the ideology. De-radicalization programs for captured jihadi fighters have had mixed success in the Arab world. The Saudi Arabian and U.S. effort in Iraq serve as examples of effective de-radicalization programs, while the Yemeni program serves as an example of what not to do. In this thesis, we find that the successful programs utilize a combination of proper assessment, informed segregation of the participants, and rehabilitation. The assessment process enables programs to better focus their resources on individuals who can be de-radicalized while screening out those who cannot be deradicalized under current conditions. Once assessed, segregation minimizes detainee networking, and further recruitment and radicalization. Finally, rehabilitation provides a detainee the proper resources and support necessary to allow reintegration into society. This thesis examines the potential contribution of religious education to preventing Islamic extremism in Albania, Britain, France, and the Former Yugoslav Republic of Macedonia (FYROM). Since 11 September 2001, the specter of Islamic terrorism has become of increasing concern. As a nation with the largest prison population in the world, the United States has all the ingredients for criminals, extremists, and religious radicals to collaborate in producing a new breed of homegrown terrorist. Although there are documented cases where homegrown prison converts have conducted or provided material support for terrorist operations both domestically and internationally, the phenomenon is still a relatively new concern for U.S. homeland security. This thesis uses survey and interview methodologies to assess the opinions of correctional officers and experts as to the extent of the problem, as well as identifying gaps in intelligence, training, and strategy. The results suggest that prisons are fertile recruiting grounds for disaffected inmates that may be influenced by charismatic extremists acting under the guise of religion or politics. However, the results also point to a disconnect between corrections and other homeland security disciplines that prevents the creation of a robust information sharing environment. Since 11 September 2001, the specter of Islamic terrorism has become of increasing concern. Overall, the EU has turned away from traditional counter-terrorism efforts, which tend to be reactive, toward the prevention of the radicalization that may lead to Islamic terrorism. But these anti-radicalization efforts are not coordinated and the lack of a common anti-radicalization strategy may be hindering its efforts. This book is the first detailed study of the causes of de-radicalization in armed Islamist movements. Many European countries have large and growing Muslim minorities. This is particularly true for the countries of Western Europe that have experienced influxes of Muslim immigrants over the last several decades from a variety of Middle Eastern, African, and Asian countries, as well as Turkey and the Balkans. Today, although some Muslims in Europe are recent immigrants, others are second- or third-generation Europeans. While expanding Muslim communities pose significant social and economic policy questions for European governments, the realization that some segments of Europe’s Muslim populations may be susceptible to radicalization and terrorist recruitment has also sparked security concerns in the decade since the September 11, 2001, terrorist attacks on the United States.The vast majority of Muslims in Europe are not involved in radical activities. However, events such as the 2004 and 2005 terrorist attacks in Madrid and London, respectively, that were carried out by Muslim citizens or residents, have raised the question of whether European countries have done enough to integrate their Muslim communities and prevent feelings of social exclusion and marginalization. Although not the sole cause of radicalization and terrorism, some experts believe that past failures to fully integrate Muslims into mainstream European society may make some Muslims in Europe more vulnerable to extremist ideologies. This thesis argues that the perceived justness of a call to jihad will resonate with the most dedicated and sincere audience and is a key component of the weaponization of the ideology. The response to this call generates ardent support in the form of individuals willing to kill or be killed in order to see the jihad succeed. In classical jihads, rulers were able to mobilize their nations for war when these conditions were met. Over time, the ideology of jihad has transformed in parallel with changes in the world system. Jihad rhetoric continues to be incorporated in the ideologies of non-state actors, who have arguably created ideological variants based on their own interpretations. This thesis seeks to explain how the Internet makes the jihad a potent global reality by negating the need for infidel alliances, personalizing the actions of its adherents and distributing the message and methods of jihad to an indeterminate number of actors. This thesis recommends that continual pressure in the form of infiltration or cooptation of these sites forces those who promote violent jihad ideologies to increase their cyber security measures, essentially raising the cost in terms of time if not money.
