This study used a fixed-effects method to model the trajectories of grade point average and absenteeism for 715 school-age children, who were part of a random sample of children reported as maltreated. Trajectories are characterized by the direction and rate of change and whether the rate is constant, increasing, or decreasing. The analysis demonstrated a worse maltreatment effect on absenteeism than on grades, especially immediately after the first report. For both outcomes, the adverse impact cumulated with time. The study examines the correlation between background characteristics (i.e. age, gender, race/ethnicity, reasons for referral), and case outcome decisions (i.e. case open to service, out-of-home placement, and family reunification), using bivariate and multivariate analysis. Racial/ethnic differences are observed. Compared to census data, African Americans are the only over-represented group. Latinos, Asians, and Anglos are all under-represented. This study examined the relationship between ecological factors and screening decisions made by child protective services (CPS) workers from 12 sites in 5 states. Of community sociodemographic characteristics, the number of families with children under age 18 was the strongest predictor of the rate of screening in a local CPS office. Rate of investigation was also positively related to a higher proportion of contacts alleging neglect and the allied community professionals having a positive relationship with CPS. When sociodemographic and reporting variables were combined, the proportion of neglect cases was the far stronger predictor. At the case level, when controlling for locality, worker beliefs that the role of CPS was a broad one and a worker's statements that resource availability was not a factor in the worker decision making process were both positively related to that worker's decision to investigate specific allegations of maltreatment or allegations of injury to a child. Although much research has focused on case-related factors in the screening decision, the results of this study suggest that factors from other levels of the decision ecology should not be ignored. You can view it with any web browser.Description: Despite growing attention to the issue of children's exposure to adult domestic violence (DV) there is little systematic information available on the level of DV in the child protective caseload or on the pathways of such cases through these systems. This paper reports an examination of one state's child maltreatment reports during a 1-year period. A random sample of 2000 of cases is used to project the state's experience with cases in which DV was indicated-from initial report to case disposition-shedding a more accurate light on the child protection response. Pathways and outcomes for DV indicated cases in comparison to those in which no DV was indicated are then presented. Finally, factors that predict re-referral and placement out of home within 1 year of the target referral are compared for DV and non-DV indicated cases. The results of this study reveal that DV was indicated as present in one in five cases referred to child protective services, but in 38% of cases accepted for any level of investigation, and fully 47% of those assigned a moderate to high risk and a high level of investigation. Over half of the DV indicated cases (56%) that were assessed as a moderate to high risk at intake and fully investigated had their cases opened for services, and of these more than four out of five (81%) had at least one child removed from parental custody. Among moderate to high risk cases, those with an indication of DV were significantly more likely to have their cases opened for services and to have at least one child in the family placed in out-of-home care. The factors predicting re-referral to child protective services or placement in out-of-home care within a year after referral differed greatly for cases in which there was or was not an indication of DV. The interviewers took a semi-structured approach that focussed on learning about the challenges in the parents' daily lives (to be reported in a future paper), and their perceptions of CPS interventions. Four researchers, including the three authors, developed a coding scheme to analyze the interviews, using the qualitative software package QSR NUD*IST Vivo. The findings indicated that parents valued good referrals, concrete help, and emotional support, although the latter was mentioned by only a minority of parents. Their most negative experiences were: having their initial requests for help turned down; being accepted for service, but not receiving much help; being unfairly treated or harrassed; and being traumatized by the sudden, police-like removal of their children. The paper discusses how the context of these two agencies may have contributed to the findings: increasing poverty among families with children, and the effects of an ultra-conservative government, who introduced a legalistic, investigative agenda for CPS beginning in 1995.
